Pastoral Council Guidelines - (Revised September 2009)
It is the role of the Pastoral Council to act as the primary consultative body to the pastor in his duties to establish and set priorities, to communicate objectives and to make recommendations concerning the goals and the changing needs of the community.Thus the members of this group, along with the pastor, are called to reflect and consider pastoral issues for the common good and for the future.Their role is to understand, to reflect carefully and prayerfully and to seek consensus.
MEMBERSHIP
The Pastoral Council shall be composed as follows: 1.Pastor 2.Associate pastor 3.Parish Religious Sister 4.A Deacon (chosen by the deacons) 5.Lay:A Maximum of eight (8)
QUALIFICATIONS (OF LAY MEMBERS)
All lay members shall be active, registered Catholic parishioners of St. Francis of Assisi Parish and at least eighteen (18) years old.The Lay members should be willing and able to devote considerable time to Council-related functions and be willing to enhance lines of communication between all aspects of parish life.
TERMS OF OFFICE The term of office for Council members is as follows:
Pastor, Associate pastor, Parish sister, and deacon: Members for the duration of their appointment to St. Francis of Assisi Parish.
A lay person will normally serve for two years with the possibility of an optional third year on the Council under certain circumstances.
Terms of Lay members shall be staggered such that approximately one-half of the members are selected each year. The number selected will vary depending on how many elect to remain for a third year.
The mandate of the Council ceases when the Pastor leaves the Parish for reassignment or any other reason.
DUTIES OF COUNCIL MEMBERS The duties of members are as follows:
Be consultors to the pastor.
Formulate long-term and short-term goals to establish direction for the parish.
Study specific issues brought forth.
Participate in the majority of the major parish activities.
Act as the “extended eyes and ears of the pastor”, actively seeking out the needs and issues of the parish-at-large.
Actively seek out the needs and issues of the diocesan and world communities, and attempt to determine the role of our parish in those areas.
Make monthly phone calls to some parishioners for maintaining “connection” with the people and provide feedback to the pastor.
